Don't mess with the Russians! Sistema gets serious support for 2G cancellations

Stepping up pressure on India, Russia on Monday warned it that it will go for international arbitration if the issue of cancellation of 2G licence involving Russian telecom giant Sistema was not resolved in Indian courts. "If the issue of cancellation of 2G license to Sistema is not resolved in Indian courts, we will go for international arbitration," Russian Ambassodor to India Alexander Kadakin said on the sidelines of a cultural event. "We are upset about the decision," Kadakin added. Russia, which has been conveying its unhappiness over the issue time and again, had earlier said the row over Sistema will have "great repercussion" not only on Indo-Russian bilateral cooperation but also for foreign investments in India. DoT to issue notices to Airtel, Vodafone and Idea on violation of 3G norms

The telecom department (DoT) plans to issue fresh showcause notices to Bharti Airtel, Vodafone and Idea Cellular for offering third generation (3G) services through their roaming pacts in areas where they don't have airwaves to provide these high-end data facilities. The new showcause notices will not ask these companies to stop offering these services, but give them 60 days to explain why their permits should not be cancelled for alleged violation, an official in the telecom department said. Huawei says open for inspection of facility by any govt

Huawei has said that it is open for inspection of its facilities by any government, a comment that follows the US House panel warning of cyber espionage threats from two Chinese telecom companies. "We are very open. You can come and inspect (facilities) anywhere you want to go and see. We work with you and you can do whatever testing you want to do," Huawei's Global Cyber Security Officer John Suffolk said. TDSAT sets aside penalty on RCom, asks DoT to refund amount

Telecom tribunal TDSAT has set aside DoT's order that imposed Rs 1.51-crore penalty on Reliance Communications for alleged delay in submission of subscriber data and asked the government to refund the deposited amount within four weeks. The Telecom Disputes Settlement and Appellate Tribunal was of opinion that penalty for delay in submission of data and Customer Application Forms (CAF) of its subscribers was wrongly imposed by the Department of Telecommunications (DoT) and set aside the various demand notes and letters in this regard. "Keeping in view the facts and circumstances of the present case, we are of the opinion that the Petitioner (RCom) has wrongly been imposed with the demand of penalty and/or the interest accruing thereupon. Govt awaiting operators reply on 3G roaming pacts

The government is awaiting reply from telecom firms that have been issued show cause notices for entering into intra-circle roaming pacts for providing 3G services before taking further action against them. "We have send notices (for 3G ICR) around a month back. Operators were given 60 days time to respond. We are awaiting their reply. Then, we will take further action," Telecom Secretary R Chandrashekhar said on the sidelines of Third Worldwide Cyber Security Summit. The government last month issued notices to telecom companies to stop offering third generation (3G) data services outside their licensed circles through roaming pacts with each other. DoT to support Sistema curative petition in Supreme Court

The telecom department (DoT) has told Russian conglomerate Sistema that it will support its curative petition once it is admitted in Supreme Court. Telecom secretary R Chandrasekhar recently told top Sistema executives that DoT would "present the facts with reference to the curative petition in a way, which will amount to supporting the petition," said an internal department note. The telecom secretary's assurances follow Sistema's demand that DoT also file a curative petition in light of a perception on the Russian side that India isn't defending the Sistema case. Telecom department calls meet over refarming spectrum

The Department of Telecommunications (DoT) has called an emergency meeting of the Telecom Commission, the government's highest policy decision-making body for the sector, to review its recommendations on refarming spectrum in the 900MHz band. The government's decision last week to take back all spectrum in the 900MHz band from incumbent operators has come in for criticism. "Questions have arisen regarding various issues relating to refarming and the modalities thereof as well as the quantum of spectrum in various bands that could be retained by a licencee at the time of renewal of licence," DoT said. Bharti Airtel, Idea, Vodafone pre-qualify for 2G auction

Telecom majors Bharti Airtel, Idea Cellular, Vodafone, Videocon Telecommunications and Telewings Communications are the pre-qualifiers for the auction of 2G spectrum in the 1800 Mhz band (GSM), the Department of Telecommunications (DoT) has said. For the 800 Mhz band (CDMA), Tata Teleservices and Videocon are the pre-qualifiers. Airtel has deposited Rs. 102.75 crore, Idea has deposited Rs. 1,306.75 crore, Vodafone Rs. 229 crore, Videocon Rs. 648 crore and Telewings Rs. 1,096 crore for the 1800 Mhz band. For 800 MHz band (CDMA), Tata Teleservices and Videocon have deposited over Rs. 22.5 crore and Rs. 220 crore, respectively. Facebook Twitter Linkedin Email

Network gear maker Riverbed to acquire Opnet for about $1 bln

Network gear maker Riverbed Technology Inc will buy Opnet Technologies Inc, which makes software to manage traffic on networks, for about $1 billion to gain an edge over rivals who have all been hurt by weak tech spending. Telecom service providers, the biggest customers for network gear makers such as Riverbed, Juniper Networks Inc and F5 Networks Inc, have cut spending and are delaying orders. Idea Cellular of the Aditya Birla group could well spring a big surprise during the upcoming 2G spectrum auctions. Contrary to popular belief, the telco may actually bid for all 22 circles, and not in the circles where its licences were cancelled. Analysts have come to this conclusion today after noting that the company has deposited the highest earnest money amount for the auctions among all potential bidders, which is a pointer to Idea being potentially the most aggressive bidder this time. Even as a recent CyberMedia Tablet Market Review for Q2 2012 saw Micromax leading India's tablet market with a market share of 18.4 percent, beating both Samsung and Apple with market shares of 13.3 percent and 12.3 percent, respectively, other local manufacturers are also dipping their fingers into the country's tablet and mobile telephony pie. One such player is Karbonn Mobiles, a joint venture company between Bangalore based United Telelinks Limited and Delhi based Jaina Marketing & Associates. Mobile users base slides in Punjab

In sync with the national trend, the mobile users base in Punjab has slided to 22.47 million at the end of September 2012 from 22.49 million at the end of March 2012, according to the Cellular Operators Association of India (COAI) data. The decline was about 0.09 per cent during the first six months of the current financial year, which was in sharp contrast to the growth of 8.7 per cent during the corresponding period of the previous financial year. The Indian telecom sector's current situation merits a more progressive line of thinking from the regulator to ensure that the sector continues to progress on the government's stated agenda of inclusion. But TRAI's recommendations for 2G auctions and spectrum reforming would actually end up achieving more of the opposite. In July 2012, India's mobile GSM subscriber base reached 679.05 million from just over 1 million in 1998 through just voice services for the most part. And by that time, CDMA subscriptions had reached around 230 million (AUSPI). This stupendous growth in subscriptions has been a revelation of sorts globally, along with the surprisingly low price points at which Indian telecom players are providing these services. From an ARPU of Rs.362/user/month for GSM players in December 2005, the figure has declined to Rs.100/user/month in March 2011 as per a PwC report. The report further highlights that India's ARPUs are around 3 and 10 times lower than developing and developed countries respectively on an average. However, the recent trends point to trouble in paradise. For a sector that is already struggling with low ARPUs, slowing penetration and high debt, the last straw would really be a lack of appreciation of its achievements and insensitivity towards its pressing issues.

The South Korean player enjoys a clear lead over its Finnish rival in the smartphone sweepstakes currently but there are quite a few curveballs to come in the hyperactive mobile phone market before a clear winner can emerge. VAS is not just a value-add partner, it's a catalyst for overall growth. And it's time SPs wake up to that fact. The Indian value added services industry is a curious case in the entire Indian telecom space. A country that boasts of having more than 900 mn customers out of a 1.2 bn strong population on its telecom network, has so far failed to leverage on the huge demand of added applications for their consumers. It still seems that the entire ecosystem of the Indian telecom industry works in silos. As users mature on the network, the movement towards bundled offerings of data, devices, and services is changing the dynamics and the consumption of VAS. Once the Indian mobile subscriber base touched the tipping point, thanks to better coverage and reducing prices, telcos started focusing on getting more out of their users. Everyday the biggest challenge was to ensure sustainability and profitability constrained by hyper competition and inconsistent regulatory environment. As users matured on the network, their expectations from their network providers moved from basic voice to quality and value of services. Users are now listening to music, clicking pictures, and becoming socially active on the online social media platform. The movement towards bundled offerings of data, devices, and services is changing the dynamics and the consumption of VAS. Though the average revenue per user (ARPU) has declined over the years, the VAS APRUs has consistently increased and gone up by 28% in the last one year. Currently, it stands at 27% of the ARPU according to IAMAI. However the VAS market in India is still evolving.
