2G case: EGoM calls for auction of 13.75 MHz spectrum; 2 telcos can win back cancelled licenses

The panel of ministers headed by Finance Minister Pranab Mukherjee on Tuesday decided to sell up to 13.75 MHz of spectrum in the 1800 MHz band in the upcoming auctions, raising the possibility of two mobile phone companies winning back their cancelled permits. "A minimum of 10 MHz of airwaves will be sold in all 22 circles. But, there is a provision to add another 3.75 MHz in each region based on demand. Airwaves will be sold in blocks of 1.25 MHz each and, therefore, a total of 8-11 blocks will be on sale," an official said. It also decided that airwaves allotted in this auction will be technology-neutral, and it will be up to the winner to decide whether it wants to offer 2G, 3G or 4G services on these frequencies. The controversial proposal to re-farm or re-distribute the 900 MHz spectrum of existing operators was not discussed. The nine-member Empowered Group of Ministers (EGoM) did not take a decision on the reserve price for spectrum that will be sold in the auctions, but decided to honour the Supreme Court-mandated August 31 deadline to complete the sale process.

Airtel, Vodafone, Idea seek FM's "urgent" intervention

The heads of the top three telecom operators - Bharti Airtel, Vodafone India and Idea Cellular - sought Finance Minister Pranab Mukherjee's "urgent and personal" intervention to stop the re-farming of the 900MHz spectrum proposed by the telecom regulator, saying it would have a serious impact on the industry. A study by international research agency Analysis Mason, mandated by the three companies, said that as a result of re-farming, the operators would have to bear an incremental capital expenditure of Rs 54,739 crore and incremental annual operational expenditure of Rs 11,762 crore. Further, redistributing the 2G spectrum in the 900 MHz band would require the industry to have 286,590 base stations in the same band, which would mean an additional capex of Rs 26,653 crore to deploy new towers. New spectrum fee formula may cost govt Rs 63000 cr: AUSPI

Contesting TRAI's new method of calculating annual spectrum fee which may lead to a Rs 63,000 crore revenue loss, telecom industry association AUSPI has asked the government to retain the current formula. The association in its letter to Telecom Minister Kapil Sibal said that prescribing a flat rate of 3 percent spectrum usage charge (SUC) favours Airtel, Vodafone, and Idea. "Based on the current AGR (adjusted gross revenue) of these incumbent operators, a benefit equivalent to Rs 63,000 crore is going to accrue during the next 20 years," AUSPI Secretary General S C Khanna said in the letter. The Telecom Regulatory Authority of India has recommended that the service provider be charged a flat rate of 3 percent on their AGR instead of the current charge which is as high as 6 percent for spectrum up to 10 Mhz. TRAI contests CAG claims on comparison between 2G and 3G

Telecom watchdog TRAI has contested the claims made by CAG that it was fair to compare the 2G spectrum with 3G. TRAI Chief Rahul Khullar, who appeared before the Joint Parliamentary Committee (JPC) on 2G last week along with his predecessor J S Sarma, said, "TRAI has not found 3G to be equivalent to 2G." The CAG had said that TRAI in its report of 2010 had observed that 2G services are actually offering '2.75G' services. "Therefore, while, comparing special efficiencies and other factors, it is fair to compare existing 2.75G systems with 3G systems," the auditor had observed. Micromax India places ODM order with Zoom Technologies

Micromax of India and Maxtron of Indonesia have placed major orders with Zoom Technologies, China-based manufacturer of mobile phones and other mobile electronic products, for original design and manufacturing (ODM) of mobile phones. Micromax, the number one domestic mobile phone brand in India, has placed an order for 450,000 units of two models of GSM feature phones, based on the Spreadtrum 6620 chipset. Qualcomm challenges lesser validity period for its spectrum

U.S.-chip-maker Qualcomm, which has broadband wireless access (BWA) spectrum in four circles - Delhi, Mumbai, Kerala, and Haryana, has approached the sectoral tribunal against the government reducing the validity of BWA spectrum alloted to the company to 18 years and six months from 20 years. The company has also challenged the reduction in the roll-out obligation period from five years to three-and-a-half years. Open Garden plants app for open network

The Open Garden network app, which was launched in private beta in February, is now available free for download. The San Francisco-based startup is set to break down the walls of connectivity. The Open Garden application interconnects all devices - smartphones, laptops, or tablets, to form a wireless peer-to-peer mesh network for access to the Internet. The mesh network allows Open Garden-enabled devices to automatically share Internet access and bandwidth. The technology offers an "automatic path choice." When the network detects multiple Internet connections, it will select the fastest one available and will switch to another connection if the original slows or goes offline. 41 MP camera bearing Nokia 808 coming to India this week

Screen size doesn't always matter when it comes to mobile ad performance, according to analysis of its own mobile advertising performance by Jumptap. Data from the Jumptap network of over 107 million monthly visitors showed that the Amazon Kindle, which measures seven inches in length, had a 1.02% click-through rate (CTR) while the slightly larger, 9.7 inch iPad had a 0.9% click-through rate. While tablets tend to have higher CTRs than smartphones, screen size isn't always a predictor. For example, the Samsung Galaxy Tab (0.53%), Note (0.58%), and Galaxy S (0.53%) all had comparable CTRs despite having three very different screen sizes, ranging from 10.1 inches to 3.5 inches.
