Spectrum auction: Incumbent mobile operators must pay new 2G price, says Telecom Department

A Cabinet note prepared by the telecom department proposes to make it compulsory for all operators to match the auction-determined price for their existing 2G airwaves for the remaining period of their licences. The Cabinet note, which has been circulated to all ministries for their comments, says this 'one-time fee' is being imposed on all existing mobile phone companies for creating a level playing field. Paying this one-time fee will provide existing telcos 'with the same facility of liberalised usage of spectrum', said the Cabinet note, implying this would enable an operator to offer 3G services on 2G frequencies. Further, while the tenure of the licences was 20 years, the government had the right to amend the terms and conditions of the licence anytime. A panel of ministers, headed by Finance Minister Pranab Mukherjee, will meet on Tuesday to take a call on the reserve price as well as the quantum of airwaves that should be sold in the upcoming auctions. Home Ministry raises objections on telecom policy provisions

In a slew of objections over the NTP-12, which was passed by the Union Cabinet last week, the Home Ministry has asked the Department of Telecom to ensure that in all policies related to number portability, law enforcement agencies are consulted. The 'one-nation-one-number' provision, which exempts users from paying roaming charges under the National Telecom Policy 2012, will not be applicable in areas like Jammu and Kashmir and the Northeast where Home Ministry has imposed restrictions on providing roaming facilities to pre-paid mobile subscribers on account of security considerations. "Enabling and enforcement of VoIP facility, Ministry of Home Affairs and Law Enforcement Agencies should be consulted suitably at implementation stage," the note said. Unfair mobile charges? Here's what you can do to get your money back

Though the Telecom Regulatory Authority of India (TRAI), has taken proactive steps to secure the interests of customers, service providers are know to brazenly fleece clients, charging for unsolicited services or refusing to reimburse them for invalid deductions. TRAI has a clear mandate that value-added services (VAS) cannot be activated or automatically renewed without the customer's consent. The service provider also cannot deduct money on a subsequent recharge and there is a provision for redressal as well. However, in case you think you are being overcharged, there is a legal route that you can follow to get your money back, starting with submitting a written complaint to the service provider, and then following it up with a declaration that if the issue is not addressed within 10-15 days, you will take it up with higher authorities - TRAI or the consumer forum. Keep TERM cells informed about roaming pacts, says DoT to telcos

The Department of Telecom (DoT) has directed telecom service providers to keep TERM cells, which monitor telecom companies and their network, informed about their intra-circle roaming arrangements. "...respective TERM cells of DoT should also be informed about intra-circle roaming (ICR) arrangement entered into by the licencee either as an ICR seeker or as an ICR provider," DoT said. DoT has 34 Telecom Enforcement, Resource and Monitoring (TERM) cells across 22 telecom circles in the country. TERM cells have functions related to vigilance, monitoring and security. Videocon group plans to invest Rs 350 crore in Kerala

Videocon Group's top official Anirudh Dhoot today said they planned to set up a Rs 250 crore manufacuring unit. Researchers use flexible channel width to improve user experience on wireless systems

Researchers from North Carolina State University have developed a technique to efficiently divide the bandwidth of the wireless spectrum in multi-hop wireless networks to improve operation and provide all users in the network with the best possible performance. "Our objective is to maximize throughput while ensuring that all users get similar 'quality of experience' from the wireless system, meaning that users get similar levels of satisfaction from the performance they experience from whatever applications they're running," says Parth Pathak, a Ph.D. student in computer science at NC State and lead author of a paper describing the research. Is HTC One S coming to India with 1.7 GHz processor?

HTC is expected to launch the One S in India on the 8th of this month for about Rs 33,000. Earlier, it was expected that the phone will come with a 1.5 GHz dual core processor but after the Taiwan launch, many are now hoping the Taiwanese handset manufacture to launch the phone with the 1.7 GHz processor in India as well. HTC One S will come with Android 4.0 operating system and a dual core Snapdragon S4 Krait processor with an Adreno 225 graphics processing unit. The smartphone will come with a 4.3 inch display protected with Gorilla glass.   • The Head - Analytics is responsible for development and supervision of advanced statistical analyses that support the Shared Services Organization's strategic objective which includes maintenance of existing statistical models, and development of new statistical based models.
