Telecom panel refuses to decide spectrum pricing

The Telecom Commission on Saturday avoided a decision on recommending the reserve price for auction of 2G spectrum and instead lobbed the ball back into the regulator's court, asking it to analyse the impact on consumers, investment and government resources. Already the Telecom Commission, which consists of top officials from various ministries, has got TRAI to review its own recommendations but reflecting the unease in bureaucratic circles to take a decision amid pressure from private players to water down the suggestions, the panel decided to get Rahul Khullar, the new TRAI chief, to analyse his predecessor's recommendations. Home Ministry asks DoT to levy fine on two companies

The Home Ministry has asked the DoT to initiate "strict" action and levy fine on two telecom companies for failing to provide exact details of people using internet. In an internal communication to DoT Secretary R Chandrashekar, a joint director of a central security agency, working under the Home Ministry, said internet protocol addresses were provided along with exact dates and timings to some telecom service providers. However, the two firms - a private telecom company and a foreign company - providing internet solution in India, were "unable to provide us with exact details and actual user in case of communication" used through mobiles phones. "As a result, we have been unable to trace our targets. Lack of timely and precise input from the telecom service provider hampers operational effectiveness thus undermining the importance of national security," the note said. Bharti Airtel enters mobile advertising segment

Telecom giant Bharti Airtel on May 27 announced its foray into the mobile advertising (m-Advertising) segment in India to equip advertisers in reaching out to their potential customers. K Srinivas, President, Consumer Business, Bharti Airtel said with the mobile advertising market poised to grow by more than 40 percent over the next few years, Airtel was placed uniquely to leverage this growing medium. Through the m-Advertising platform, advertisers will be able to leverage multiple communications outlets and tools such as mobile internet ( WAP), Messaging services, and Airtel digital TV to engage their audiences. Airtel to roll out 3G in Rwanda in next quarter

Bharti Airtel said on Sunday it would roll out 3G services in Rwanda in the next quarter and reiterated plans to invest $100 million in the central African country. RCom announces up to 61% cut in 3G rates

Intensifying the 3G tariff war, Reliance Communications (RCom) today announced up to 61 percent cut in rates, following similar reduction by Airtel and Idea. RCom's 3G services users will have to pay Rs 250 for high-speed internet usage up to 1 GB and thereafter 20 paisa for each MB data used, the Anil Ambani Group firm said in a statement. EGoM to decide on spectrum prices: Telecom Commission

The Telecom Commission on Saturday decided to ask a panel of ministers headed by Pranab Mukherjee to fix reserve price for airwaves in the upcoming auctions. The Commission also rejected TRAI's proposal to allow companies to stagger their payments for spectrum bagged through the bidding process, Telecoms Secretary R Chandrasekhar said. It favours the regulator's plan to permit mobile phone companies to mortgage spectrum to raise funds from financial institutions, but the Finance Ministry in consultations with the Reserve Bank of India must take a final call on this, he added. Competition Commission of India supports TRAI's airway refarming proposal

The Competition Commission of India (CCI) has supported telecom regulator TRAI's controversial proposals on refarming of airwaves. The Telecom Regulatory Authority of India had proposed to substitute the airwaves in the 900 MHz band with those in the 1,800 MHz. The 900 MHz band, largely being used by Bharti, Vodafone, Idea, and BSNL, is considered the most efficient band for offering second-generation (2G) mobile services. TRAI withdraws complaints against Airtel, Idea and Loop

The Telecom Regulatory Authority of India Friday withdrew its complaint against three major telecom players - Bharti Airtel, Idea Cellular, and Loop Mobiles - for violation of its regulations from a Delhi court, which was informed that they have taken remedial measures. CBI to seek foreign banks' help to nab 2G accused

As part of its 2008 2G spectrum scam probe, the Central Bureau of Investigation (CBI) is set to send three formal requests - letters rogatories - (LRs) to several countries to seek help in identifying the recipient of a suspected Rs. 205 crore bribe given via their corporate and banking channels. Ruias, Khaitans get bail in 2G case, but face criminal conspiracy charges

Five businessmen, including Essar Tele Holding promoters Ravi Kant and Anshuman Ruia and Loop Telecom promoters Kiran and I P Khaitan, all acused in the 2G spectrum allocation case, were granted bail today by a special Central Bureau of Investigation (CBI) court. The court, however, charged the Ruias and Khaitan, along with Vikas Saraf, Director-Strategy, Essar Group, with crinimal conspiracy and cheating. Special CBI judge O P Saini fixed July 26 as the date to commence the trial against all the accused in the case, including three companies - Loop Telecom, Loop Mobile India, and Essar Tele Holding. Mobile handset companies bet on Indian app makers

In September last year, among the most downloaded gaming apps on the Research in Motion (RIM)-controlled BlackBerry global network, was the game 'Pong Shot Reloaded'. There was nothing remarkable about what would have been just another popular game, except that it was developed in a tiny laboratory in Nagpur by an Indian gaming developer, Manthan Studios, not even two years into business at that time. Manthan, for example, now boasts a portfolio of 30 games, all centered on the RIM platform. Market intelligence firm Evans Data Corp (EDC) said in a recently released report that India currently had a developer population of 2.25 million, growing at 12 percent annually. RIM starts pre-orders for BlackBerry Porsche Design P'9881 in India

RIM has started taking pre-orders for the BlackBerry Porsche Design P'9881 in India, which costs Rs 1,30,000. The Porsche Design P'9881 was earlier unveiled last year in October, and finally it has made its way to India. The device shares a lot of features with the BlackBerry Bold 9900 and runs BlackBerry OS 7.0. Powered by a single core Qualcomm Snapdragon processor clocked at 1.2 GHz, it features 768MB of RAM and 8GB of internal storage, among others. It will not just further decelerate the industry, but all the hard work done by the policy makers, regulators, and operators in the last 18 years will also go for a toss! The telecom industry is still seeking answers, but hardly any are coming forth. There is a big silence on the whole spectrum auction salvo launched by Trai. It is time for the policy makers and the government machinery to wake up and take corrective measures, and quickly, before it snowballs into a major disaster for the government. Correct measures taken now will go a long way in helping the industry recover and move forward, and regain its lost glory. It will also help build back the government's image, reeling under a "policy paralysis", with the world watching us so closely.
